Mark Cicchetti is the founder and principal of Cicchetti & Co. Mr Cicchetti is a financial economist with a broad background and extensive experience in all utility industries. Mr. Cicchetti’s recent client experience includes valuation services, merger and acquisition analysis, demand-side management and energy efficiency analysis, peer group analysis, risk premium analysis, discounted cash flow analysis, evaluation of automatic adjustment formulas for the cost of equity, and leverage formula analysis.
Mr. Cicchetti has appeared as an expert witness regarding: cost of equity; overall cost of capital; cost of debt; financial integrity; capital structure; corporate structure; industry structure; market structure; uniform rates; incentive regulation; automatic adjustment formulas for the cost of equity; leverage formulas; the appropriate regulatory treatment of construction work in progress, construction cost recovery charges, and used and useful property; the credit and capital markets; intergenerational equity, and; regulatory theory and practice.
Mr. Cicchetti’s prior experience includes serving with the Florida Public Service Commission where he was the Chief of Finance and, for the last ten years, with C.H. Guernsey & Co. where he was a project manager and senior consultant.
